enthusiasm for efforts to safeguard the health in the world. Taiwan does not just meet its obligations as a member of the international community, but also because it can bring fresh vitality to the efforts to maintain the health of our global village.
Taiwan has remained steadfast in its support for international humanitarian aid and health activities in recent years. Both our government and our people have taken an active part in various exchanges of medical and health worldwide. For example, in recent years the organization Taiwan International Health Action (TaiwanIHA) has traveled the world to provide emergency rescue and relief to countries that have suffered natural disasters, such as Haiti. We have also successfully shared our experiences and knowledge through the delegations of Taiwan Health Center located in the Marshall Islands and Solomon Islands.
As a member of the international community, Taiwan has accumulated a wealth of successful experiences and has had great advantages in areas such as national health insurance, health technology and the prevention and control of epidemics. The World Health Organization, under United Nations chose the "national health insurance" as the theme for International Health Report 2010, which indicates the importance of global public health community has recently joined to establish a health insurance system is well developed.
Since its inception in 1995, the system of national health insurance in Taiwan has resorted to the use of relatively low premiums to cover outpatient services and hospitalization. With an insured rate of over 95 percent, has achieved the goal of covering the entire population and to facilitate access to free medical care. It has also safeguarded the right to medical care for minorities and the sick and wounded.
As a leading manufacturer of information and communication for the world, Taiwan has a solid base for the development of health technology. We have developed a world-class expertise in biochips, biomedical materials, biomedical informatics and medical engineering and pharmaceutical industries. This enabled us to implement electronic medical records management and practice of health care to remote, greatly improving the safety and treatment for patients while reducing the costs of national health insurance.
Because the International Health Regulations 2005 are being implemented throughout the world, Taiwan is now able to receive timely information on epidemics and food security, so that can help safeguard public health in the Asia Pacific. We are willing to share joint responsibility with the international community to provide quick and contribute our resources and expertise to establish a safety net for public health both in the Asia-Pacific and worldwide.
In the future, continue to invest resources and promoting and participating in various international health work. We also encourage our students, medical professionals and NGOs to forge closer links with academic groups and associations in their respective areas of expertise. Also work to promote the Millennium Development Goals for health cooperation established by the United Nations, with the intention of dealing with prevention and transnational disease control communicable and non communicable diseases.
